KNOW THE CANDIDATE: HANCOCK COUNTY CLERK OF THE CIRCUIT COURT

Sandy Casto, 925 Ballantyne Road, New Cumberland

Age – 68

What are the duties of the Clerk of the Circuit Court?

The Clerk handles all court filings, civil cases, Family Court filings, names changes, adoptions, criminal cases along with juvenile and juvenile abuse cases. We process the applications for passports, and we handle suggestions, writs and suggestee executions. We are the record keeper of all court matters. We summon jurors for Grand and Petit Jury. We handle the exhibits in Civil and Criminal Court matters. We process restitution payments and court costs and take care of the monthly financial report and statistical reports.

What experience/education do you have that you believe qualifies you for the position?

I have worked in the Circuit Clerk’s office for 33 years, the last 3 years as Chief Deputy, and since December of 2021 being appointed as Circuit Clerk. My experience more than qualifies me for the position. I have worked all departments of this office and am more than qualified for the position.

What specific knowledge of the workings of the office is necessary to ensure trials are conducting without resulting in a mistrial?

When sitting in on civil or criminal trials, it is of the utmost importance that all exhibits are marked correctly and kept in order. When jurors begin to deliberate, they are only allowed to have certain documents in their possession. Giving them the wrong document or file will cause a mistrial.
