Even before their doors have opened, FORM Energy has approached the Hancock County Commission with a Payment in Lieu of Taxes (PILOT)agreement. Since the property which FORM leased is owned by the Business Development Corporation, a 501-3c, no property taxes are assessed.
FORM, however, offers a 10-year Payment in Lieu of Tax agreement to the Commissioners, the Sheriff, the Assessor and Board of Education.
The agreement call for $40,000.00 to be paid each year of the first two years of operation and then to be pro-rated for the remaining eight years.
FORM as already shown their desire to be an active corporate citizen with hiring fairs to provide jobs to residents. This marks their latest effort to be a an integral part of Hancock County economic development.
Commissioners tabled a request from Mark Vignovic requesting funding in the amount of $16,000.00 for roll-off rental, transportation, disposal and community cleanup events. Commissioner Eron Chek said there was a negative balance in that account.
In other business, the Commissioners:
**Agreed to provide a letter of support to the BDC for the Build WV Act;
**Accepted a bid from N.F. Mansuetto & Sons for the Hancock County Magistrate Office roofing project in the amount of $88,786.00
**Agreed to enter into a contractual agreement with the West Virginia Dept. of Environmental Protection regarding the Reclamation of Abandoned and Delapidated Property Program Sub-Grant;
**Approved the retirement of Lt. Matt Harvey and agreed to pay Harvey accrued vacation, personal and sick time;
**Accepted the resignation of Dept James Givens and agreed to pay him accrued vacation pay;
**Appointed Scott Hicks to the Civil Service Board;
**Hired Patty Soplinski as an administrative assistant in the Prosecuting Attorney’s Office;
**Hired Rena Waugh as a full-time 911 dispatcher;
**Hired Andrew Nickerson as a full-time 911 dispatcher;
Commissioner Jeff Davis made note of the passing of former Sheriff William Webster who served as Sheriff between 1980-84. Webster had also served the County as constable for 12 years and New Cumberland Chief of Police for many years.. The Commission expressed their condolences to Webster’s family and their appreciation for his many years of service to Hancock County.
