OBITUARY: Sarah “JoAnn” Dugan

Sarah “JoAnn” Dugan, 91, a lifelong resident of Chester, passed away on Thursday, November 7, 2024, at the East Liverpool City Hospital in the Emergency Department.

Born on July 18, 1933, in Chester, she was the daughter of the late Ross and Wilma “Merle” Bates Conley.

JoAnn attended Chester High School and previously worked as a lunch server for the Hancock County School District at Allison Elementary. She enjoyed spending time with her family, knitting, and caring for her Pomeranian dogs. JoAnn was also an avid Pittsburgh Steelers fan

. She will be deeply missed by her daughter, Sue Chuma of Chester; her son, David Dugan (Carolina) of Golden, CO; and her grandchildren, Mark and Heather Doyle. JoAnn was preceded in death by her husband, Carl Dugan.

Pastor Dale Dudgeon will celebrate JoAnn’s life on Tuesday, November 12, 2024, at 1:00 PM at the Arner Funeral Chapel. Interment will be at Locust Hill Cemetery. Friends are welcome to visit with her family two hours prior to the service, from 11:00 AM to 1:00 PM.
