New Cumberland Hydro Plant Update

Residents have been eagerly awaiting the start of construction for the hydro plant in New Cumberland.  With groundwork laid in 1994 for a hydro plant at New Cumberland Locks & Dams, many worry that like hydro projects in the past, the latest hydro project will not come to fruition.

To the contrary, Current Hydro, LLC has reached the final step in the Federal Energy Regulatory Commission’s (FERC) process before starting contruction.

 An update on the project provided by Hailee Kessel, Regulatory Affairs Director for Current Hydro, LLC, reveals that the project has a few environmental reports to submit to the FERC prior to the issuance of the final license. Also still to be obtained is landowner Pam Riggi’s signature for an easement for a transmission line.    All other landowner signatures have been acquired according to Kessel.

Current Hydro has worked with the Hancock County Commission for a PILOT (payment in lieu of taxes) agreement.   The Hancock County Board of Education has signed off on the agreement which is on today’s (Sept. 11) Commission agenda for approval.

The City of New Cumberland, however, has had no contact with Current Hydro on a PILOT agreement.  Mayor Will White deferred questions regarding when the City would be in touch with Current Hydro and begin work on the PILOT agreement to City Attorney Kevin Pearl.  Calls and e-mails to Pearl were not returned and a request for a statement from the town received no response.  

Since the hydro plant will be located within New Cumberland City limits, it would be subject to a Business & Occupation (B&O) tax or any other tax levied by the City under Home Rule.  The City has the authority to come to a “payment in lieu of taxes” agreement similar to that negotiated by the City of Weirton with Weirton Steel and the City of New Martinsville with its hydro plant.

Information received from the Current Hydro have estimated a large number of construction jobs during the construction phase and when the plant is operational 8-10 full-time, well-paying jobs.

Kessel said the hydro plant has the potential to also build up the area as a tourist destination for fishing.
