A portion of the Hancock County’s Board of Education agenda entitled “Delegations” is intended give the public an opportunity to voice any concerns or provide information to the Board in a public forum. Due to the nature of the agenda item. speakers are cautioned that guidelines specific no names may be mentioned.
At Monday’s Board meeting, the first speaker, Jessica Gray, had barely begun to express concerns about Weir High’s Band Director, than the Board voted to hear the callers concerns in an Executive Session. WV statute specifies that any personnel matter be discussed in executive session and the Board did not want the speaker or the Board in a position which would incur liability by airing personnel concerns in a public forum.
Chief Finance Officer Joe Campanelli presented the budget for the upcoming school year in a format he felt was clearer to Board members. After review the Board agreed to formally adopt the budget at a Friday meeting to be sent to the State for approval.
The Board added their support to a PILOT (payment in lieu of taxes) agreement proposed by NUCOR Steel. The company is locating a trans loader facility near Mountaineer Park and as part of the State’s efforts to attract business and industry to the State is owned by the EDA (economic development authority) a non-profit exempt from taxes. The land is then leased back to NUCOR. Though not liable for any taxes, companies often offer a payment in lieu of taxes to the local government entities who normally would benefit from the new business. Seventy per cent of the property tax received goes to the school board.
