BOARD OF EDUCATION SETTLES WITH DR. ALYSA OWINGS

Although the Hancock County Board has yet to formally accept  Dr. Alysa Owings’ resignation, the Oak Glen Middle School Principal has submitted her resignation.     Owings and the Board settled her grievance at a special Board meeting Monday for undisclosed amount.  Owings is reported to have accepted a Director of Curriculum position at the Lincoln Charter School for Performing Arts in Midland, PA.   While Owings resignation has not been listed for formal acceptance on the Board’s agenda, the vacancy can now be found on the Board’s website.

Owings filed a grievance against the Board when Sarah Parsons was appointed the Director of Human Resources on a 4 to 1 vote last year.   Owings was one of the applicants for the position and in her grievance contended that Superintendent Dawn Petrovich exhibited favoritism in awarding Parsons the position.   Parsons and Petrovich are close friends and  the interviews, conducted by Petrovich and Finance Director Joe Campanelli, deviated from the normal procedure in the interview process by taking no notes were kept and not scoring or rating of the candidates which also included Oak Glen Principal Dave Smith, was done. 

  An Administrative Law Judge ruled that the Board should bid out the Director of Human Resource position.  The prior Board voted to appeal the ruling.  New members Chris Gillette, Ed Fields, Gerard Spencer and Jim Horstman joined Larry Shaw on July 1st.    and have yet to announce if they will opt to  fully comply with the ruling by bidding out the position or continue to appeal the ruling in Kanawha County Circuit Court.
