PILOT PROJECT FOR BATTERY MANUFACTURING PLANT NOT APPROVED

The Hancock County Commission has  yet to approve  a PILOT agreement with a battery manufacturing facility in Hancock Count.  After being tabled in two previous meeting, the Commission opted not to approve it saying that the agreement does not yet qualify as a Pilot agreement.  The agreement, as written seeks to provide certain incentives to induce the corporation to locate in Hancock County..  The Business Development Corportation is seeking to own the personal and real property in return for the Corporation’s decision to locate in Hancock County.

    Under the agreement the ownership and title to the site, the facility and the personal property would be under the ownership of the BDC, which is exempt from ad valorem  personal property tax under state law.

    The Corporation would make certain payments in lieu  of taxes “for the benefit of the county and its citizens.”  According to Commissioners  there are many details to resolve prior to the proposal being considered.

In other business:

**A  request for a letter requesting a Righ of Entry from the Dept of Highways for WV Rt 2 Improvements was tabled.  Commissioner Eron Chek said she did not have sufficient understanding of the letter to give the g0-ahead;

**Approved a letter of support for Fred McDonald, Lee Day Report Center, for a Community Corrections Grant Application;

**Approved the renewal of the 2023 Committee for Hancock County Senior Citizens in> lease;

**Approved the advertisement for two open positions on the Tomlinson Public Service District’

**Took no action on approval to review funding request requirements.
