The City of New Cumberland and Community Garden Club awarded Bill & Phyllis Swan the Yard of the Month award for Sept. Located on the banks of the Ohio River, the Swan’s yard overlooks the Ohio River and is a peaceful place to watch the river go by surrounded by their greenery.. They received a check from the City in recognition of their efforts.
