COMMISSIONERS TAKE NO ACTION ON NUCOR PILOT AGREEMENT

A proposal to approve the PILOT (payment in lieu of taxes) agreement for Nucor Steel of West Virginia, LLC, and Hancock County died for lack of a motion at Thursdays County Commission meeting.

The incentive program is used as an economic development incentive to attract new business and industry to the county. The State and County forgo property tax and an agreement making payments which are mutually agreed upon in the place of taxes in the initial phase of development.

Under the PILOT agreement proposed by NUCOR, neither their site nor their facility nor personal property shall be subject to ad valorem (real) tax. The lease agreement proposed by Nucor proposes the following:

**If the Company has invested less than $150,000,000 as of December 31 of the calendar year prior to the next PILOT program Date as reported by the County by the company on June 15 of the calendar year in which the PILOT payment is due; $75,000.00

**If the Company has invested between $150,000,000 to $250,000,000.00 as of December 31, 2022 as of December 31 of the calendar year prior to the next PILOT payment date, as reported by the County to the Company on June 15 of the calendar year in which the PILOT project is due, payment due is $140,000.00

**If the company has invested over $250,000.000 as of December 31 of the calendar year prior to the next PILOT payment datea, as reported by the company on June 15 of the calendar year in which the PILOT program is due, NUCOR shall pay $195,000.00.

Payments received by the county will be distributed in the usual manner with 80% going toward the public school system.

In other business, the Commission:

**Heard from Liz Lundberg, a citizen from Newell representing the Chester Newell Byway initiative. Lundbert is interested in establishing a walking trail in the northern end of the county in the area of the railroad tracks. Lundberg noted there is one in the Weirton area and feels one would greatly used in the Chester.Newell area. She is seeking to form a volunteer coalition to locate grant funding, and promote and market the project. Those interested in participating in the effort should contact Lundberg at 304-670-2751.

**Approved work access for the New Cumberland Hydro Project. Solicitor Mike Lucas pointed out that the access is merely temporary;

**Approved the Hancock County Health Department’s Fee Schedule, effective July 1. 2024;

**Appointed Robert Glass of Chester to the Tomlinson PSD Board;

**Agreed to resume the seasonal duties of Ron White.
