Discussion of Opioid Funds Distribution Thwarted at Hancock Commission Meeting

The Hancock County Commission met in its regular meeting to take up items on its approved agenda April 23. Each regular meeting the approval of the agenda is the first item to be approved clearing the way to act on the items included in the agenda. This meeting, however, that didn’t happen. Commission President Eron Chek voted to approve the agenda items, but when it came to item 8 – New Business – 8 “Consideration to approve a resolution to utilize Opioid Funds for expenditures made by the county for regional jail fees during the fiscal year ending June 30, 2027” she “objected to consideration of the motion.”

Commissioner Tommy Ogden had moved to approve the motion, but time was not allowed to see if there was a second to the motion and the next action by Chek, as chair, should have been to say “there being no second, the motion is not passe

Instead, Chek quickly said “I object to consideration of the motion. All in favor “I”. She voted “I” and declared the objection passed, shutting down all discussions.

Asst. Prosecutor Mike Lukas said in his 14 years as legal counsel for the Commission had never seen a motion such as Chek’s and he was unfamiliar with its pace in Roberts Rules.

In other business, the Commission;

**Approved a contract with P. Howard Construction for the new garage at the Health Department and a contract change to add a contract pad and gravel parking pad;

**Hired Clayton Rutledge as a Sheriff Reserve Officer;

**Approved a request of $5000 from the Hancock County Solid Waste Authority to support the continued rental of a roll-off container;

**Accepted the FY 2027 Records Management and Preservation Board grant for scanning of old records. There is a 10% match for this grant;

**Heard a report from the Jefferson County Humane Society that canine adoptions have increased by 60 %.

**Heard from Janice McSherry of the Mary Weir Library to discuss replacement of the roof;

**Approved a resolution for the Northern Panhandle Home Consortium.
